Yes, Cuban yoyos can be made from wood, and were for a long time until modern plastics made them a mass-produced product.

If you use softwood, you’ll always have a rough finish. You’ll need to use boat builder’s epoxy and possibly fiberglass to strengthen it, as well as spar varnish for UV protection.
